In Canada, surrogacy agencies are structured very similar to their U.S counterparts. They view themselves as "consultants" or counselling agencies and medically screen potential surrogates thoroughly. The Canadian healthcare system is like that of many European countries. A health insurance policy is required for a surrogate throughout her pregnancy. That way, the intended parents do not have to take out private insurance for themselves.
In Canada, altruistic surrogacy is the only legal option. Altruistic surrogacy means that a surrogate cannot receive compensation from the intended parents and is only compensated for her expenses during the length of the pregnancy. She is required to provide the intended parents and the Canadian authorities with all recipients and necessary documents for her personal expenses.

In Canada, surrogacy is also legally regulated in the various provinces. A court judgement certifies that the intended parents are the only legal parents after the birth of the child. Since surrogacy in Canada is altruistically organized, "matching" takes time.
